Licensing authority
Massachusetts Department of Public Health(opens in a new tab)
Bureau of Health Care Safety and Quality
Performs Medicare certification surveys of home health agencies (state survey agency). Per search-result text of this page, DPH statutes do not include licensure of home health agencies. Licenses hospices.
Massachusetts Executive Office of Health and Human Services (EOHHS)
Designated licensing authority for home care agencies (non-medical: bathing, dressing, meal preparation, companionship) under S.3170 'An Act to improve Massachusetts home care' (signed August 2026 per trade press), with the Executive Office of Aging & Independence and DPH. Licensure not yet in effect pending EOHHS regulations.

- Notes
- As of 2026-10-05 Massachusetts has no operating licensure for non-medical home care; a licensing law was enacted in 2026 but takes effect only after EOHHS regulations. Re-check in 2027 - this will likely become a new license roster (and a burst of 'new license' events) once implemented.
Terminology varies by state. HomeCareIntent uses each state's own term on its pages and maps it to a common category. Glossary
